Kenyan President William Ruto has recently signed into law several key national bills aimed at shaping the country's fiscal and resource allocation framework for 2025. On June 26, 2025, he assented to the Finance Bill 2025, the Supplementary Appropriation Bill 2025, and the Appropriations Bill 2025. The Appropriations Bill authorizes government spending of KES 1.88 trillion for the fiscal year 2025/26, with KES 1.81 trillion allocated for recurrent expenditure and KES 744.5 billion for development projects. The Finance Bill 2025, which takes effect from July 1, 2025, introduces reforms targeting various sectors, and it honors President Ruto's commitment to avoid new taxes in the financial year, despite the Kenya Revenue Authority facing a revenue target of KES 2.75 trillion. Subsequently, on July 8, 2025, President Ruto assented to the Division of Revenue Bill 2025 at State House, Nairobi. This bill ensures equitable distribution of resources between the national and county governments, allocating KES 2.332 trillion to the national government, KES 415 billion (21.6% of audited revenue) to county governments—above the constitutional threshold of 15%—and KES 9.6 billion to the Equalisation Fund. The new law is expected to unlock additional funding for counties, with the president urging prudent use of these funds. Furthermore, on July 15, 2025, President Ruto launched the Affordable Housing Internship Programme at State House, Nairobi. This initiative aims to absorb 4,000 fresh graduates in building professions such as architecture, surveying, engineering, and construction management. It is part of a broader effort to scale up the Affordable Housing Programme workforce from 320,000 to 600,000, reflecting the administration’s commitment to inclusive growth and job creation amid rising unemployment challenges in Kenya.
