Kenya's Health Cabinet Secretary Aden Duale has intensified government efforts to combat fraud within the Social Health Authority (SHA) Fund. Since late June 2025, the Ministry of Health has closed approximately 1,400 private health facilities for malpractice, fraudulent billing, and illegal claims, including inflating inpatient admissions and falsifying medical procedures. Initially, 31 private health facilities were shut down, but the number escalated to 1,000 and later to 1,400 closures as investigations expanded. President William Ruto confirmed that these closures affected over 4.9 million people served under the SHA scheme. Duale emphasized that hospitals must refund money received through false claims and warned that any facility caught defrauding the system will have its license canceled, regardless of ownership, including those owned by sitting Members of Parliament. He also instructed the SHA to ensure claims are paid strictly based on hospital bed capacity to prevent overbilling. The government has allocated KSh 13 billion to ensure no Kenyan is denied access to treatment at public facilities. Duale urged the public to report suspicious activities related to SHA via a toll-free number and reinforced the government's commitment to safeguarding the integrity of the national health insurance system.
