Kenyan President William Ruto has signed into law the County Allocation of Revenue Bill, 2025, and the County Public Finance Laws (Amendment) Bill, 2023, during the Devolution Conference held in Homa Bay. The legislation grants counties financial autonomy, including an equitable revenue share of 415 billion Kenyan shillings. Ruto announced the full transfer of all 14 devolved functions as outlined in the fourth schedule of the Kenyan constitution, alongside the transfer of ownership of 50,000 parcels of land and 80,000 buildings to county governments. He emphasized that despite fiscal constraints, the government cleared all outstanding balances owed to counties in the previous financial year, totaling 4 trillion shillings transferred over 12 years since devolution began. Ruto highlighted the challenge of corruption undermining transformation and called for the proper use of public resources to benefit citizens. Former Prime Minister Raila Odinga, speaking at the same conference, advocated for enhanced devolution, proposing that education up to secondary school be devolved to counties and that urban and rural roads be managed locally while the national government handles international highways. Odinga called for stronger oversight by county assemblies, financial incentives from the national government to counties delivering the best services, and digital devolution to improve service delivery and combat corruption. He also criticized the judiciary and media for impeding anti-corruption efforts and suggested that funds currently managed by the National Government Constituencies Development Fund (NG-CDF) and National Government Affirmative Action Fund (NGAAF) be transferred to counties. Odinga stressed the importance of balancing power between Nairobi and counties and urged that decisions affecting local areas be made locally. The conference also featured remarks from other political figures acknowledging Raila Odinga's role in establishing devolution and political stability in Kenya. Public participation revealed mixed reactions from county residents regarding the devolution process. The event underscored ongoing discussions about the progress, challenges, and future direction of Kenya's devolution framework.
