President William Ruto of Kenya has signed into law the County Public Finance Act 2023 and the County Revenue Allocation Bill 2025 during the Devolution Conference held in Homa Bay. The County Allocation of Revenue Bill allocates Ksh.415 billion as an equitable share to counties and grants financial autonomy to county assemblies, providing them fiscal and administrative independence from county executives. Ruto emphasized the full transfer of all 14 devolved functions to counties, including the legal transfer of 50,000 parcels of land and 80,000 buildings to county governments. He highlighted that since the inception of devolution 12 years ago, the government has transferred a total of Sh4 trillion to counties and cleared all outstanding balances despite fiscal constraints. Ruto also stressed the importance of combating corruption to ensure public resources are used appropriately. The government has prioritized timely disbursement of funds, with all county funds, including arrears, transferred before the end of the financial year. Deputy President Kithure Kindiki reaffirmed devolution as a tool for equity, inclusion, and transformative service delivery, while Cabinet Secretary John Mbadi noted that devolution has brought resources and decision-making closer to the people, supporting infrastructure and climate resilience projects across all 47 counties. Opposition leader Raila Odinga advocated for further devolution, including devolving education up to secondary school and authority over urban and rural roads to counties, emphasizing the need for balance between national and county governments and digital access to county services. President Ruto also made several diplomatic appointments, including former Labour CS Florence Bore as ambassador to Namibia, Henry Wambuma to Burundi, Lucy Kiruthu to Thailand, and Galma Boru to Ethiopia. Additionally, Ruto nominated John Lorionokou as Registrar of Political Parties, Agatha Wahome as Assistant Registrar, and Claris Onganga as Chair of the Kenya National Commission on Human Rights, with these appointments forwarded to Parliament for approval. The High Court affirmed that President Ruto can bring his advisers to Cabinet meetings. While the government highlights progress in devolution and economic growth, opposition leaders have criticized Ruto's administration for stifling judicial independence and called for respect of the constitution.
