The Kenya Human Rights Commission (KHRC) has issued a critical report on the Hustler Fund, describing it as economically unsound, structurally flawed, and politically motivated. The fund, intended to support youth entrepreneurship and enhance financial inclusion, has reportedly failed to meet its objectives, with a loan default rate of 68% and losses reaching 71%. KHRC has called for the fund to be scrapped and its resources redirected to more sustainable development programs. This assessment has been met with defense from Kenya Kwanza coalition leaders, who dismiss the report as politically motivated and emphasize the fund's role in poverty alleviation. Concurrently, the Ethics and Anti-Corruption Commission (EACC) has released a survey highlighting pervasive corruption across Kenyan government institutions. The Ministry of Interior, particularly the police service, is identified as the most corrupt entity, accounting for 27.6% of corruption cases, followed by Kenya Revenue Authority (KRA) officials and local chiefs. The survey reveals that 25% of Kenyans have paid bribes to access public services, with average bribe amounts notably high at institutions such as Kenya Wildlife Service (KWS) where bribes average Sh200,000, National Social Security Fund (NSSF) at Sh47,129, and the National Treasury Pensions Department at Sh40,000. The counties of Uasin Gishu, Baringo, and Embu are among those with the highest reported corruption incidents. Additionally, the Auditor-General has uncovered irregularities within the eCitizen platform, a government payment system, revealing that over Ksh 11 billion has been diverted to private accounts, including Ksh 127 million traced to individuals linked to the scheme. Members of Parliament have called for the shutdown and forensic audit of the eCitizen system. These findings underscore ongoing challenges in governance, financial management, and corruption in Kenya's public sector.
