South Korea’s National Assembly late on 4 July passed a 31.8-trillion-won (about US$23.3 billion) supplementary budget, the Lee Jae Myung administration’s first, aimed at reviving consumption and cushioning the economy against mounting trade risks stemming from U.S. tariffs. The ruling Democratic Party pushed the bill through after negotiations with the opposition People Power Party collapsed. The PPP walked out of the vote, condemning the inclusion of 105 billion won in special-activity funds for the presidential office, justice ministry, audit board and police—items the same party had removed when it was in opposition. PPP floor leader Song Eon-seok described the package as a “reckless raid on the treasury.” The final package is roughly 1.3 trillion won larger than the government’s original proposal. It devotes 12.17 trillion won to “consumption coupons” that will provide between 150,000 and 550,000 won per person, with higher payments for rural and low-income residents. Extra money was also earmarked for electric-vehicle subsidies and childcare, while 900.7 billion won was shaved from defence procurement. President Lee convened an extraordinary cabinet meeting on 5 July to ratify the measure, instructing ministries to “execute the budget as quickly as possible so it becomes a priming water for people’s livelihoods.” The administration plans to distribute the first round of coupons within July and complete an additional payment to 90 percent of households within two months.
