Thousands of Syrian refugees are set to begin returning from Lebanon under the first United Nations-backed plan offering financial incentives, marking a notable policy shift. The plan, supported by the Lebanese government and the UN, aims to facilitate the return of between 200,000 and 400,000 refugees by the end of 2025. Refugees returning to Syria will receive $100 each while still in Lebanon and an additional $400 per family upon arrival in Syria. Transportation is provided free of charge, and returnees are exempt from border fees. Approximately 11,000 refugees registered to return during the first week of the program. Despite ongoing war damage and security concerns in Syria, authorities have welcomed the return of their citizens. Meanwhile, Syria has also officially changed the legal status of Palestinians residing in the country from "Palestinian-Syrian refugees" to "Palestinian residents," issuing official residence permits and opening pathways for resettlement. This move is seen as part of Syria's broader efforts to address refugee and residency issues amid ongoing regional challenges.
