Mexico’s Finance Ministry said late Tuesday that Banco Multiva has reached a definitive agreement to acquire the entire trust business of CIBanco, while Kapital Bank will purchase a “significant part” of the operations of Intercam Grupo Financiero. Both Mexican lenders were accused in June by the U.S. Treasury’s Financial Crimes Enforcement Network of laundering proceeds from fentanyl trafficking, prompting regulators to place them under temporary administration. CIBanco’s trust portfolio managed MXN 3.1 trillion (about US$185 billion), equal to roughly 26 percent of all fiduciary assets in the Mexican banking system, according to the National Banking and Securities Commission. Multiva, which handled less than 1 percent of that market, said the purchase will allow uninterrupted service for clients, preserve transferred staff and expand its presence in infrastructure financing. The price was not disclosed and the deal remains subject to regulatory approval. Kapital Bank’s acquisition of Intercam covers assets held by Intercam Banco and related subsidiaries; financial terms were also undisclosed. SHCP said both transactions aim to protect depositors and maintain stability after the U.S. allegations, which could bar the targeted banks from dollar transactions as soon as 4 September. Separately, CIBanco has filed suit in a U.S. District Court seeking to overturn the Treasury order, arguing the measure threatens more than US$40 billion in legitimate funds. Mexican authorities said they will oversee expedited, transparent transfers and keep U.S. regulators informed as the divestitures proceed.
