The United Nations confirmed that all three members of its Independent International Commission of Inquiry on the Occupied Palestinian Territory and Israel—chair Navi Pillay and commissioners Miloon Kothari and Chris Sidoti—have tendered their resignations. Their letters, dated 8–10 July, cite age, health and the need for the panel to be “re-constituted.” The departures mark the first time an entire commission created by the Human Rights Council has stepped down simultaneously. The resignations come less than a week after Washington imposed sanctions on Francesca Albanese, the UN Special Rapporteur on the Palestinian territories, for what the State Department described as efforts to spur International Criminal Court action against U.S. and Israeli officials. While the commissioners did not link their decisions to the sanctions, advocacy group UN Watch and Israeli diplomats said the U.S. move intensified pressure on the inquiry, long criticised in Israel and by several Western governments for alleged bias. Established in 2021 with an open-ended mandate to examine human-rights violations in Israel, the West Bank and Gaza, the commission has produced a series of reports accusing Israel of systemic abuses, findings rejected by Jerusalem as one-sided. Human Rights Council president Jürg Lauber has asked member states to propose replacement commissioners by 31 August; until new appointments are made, the future of the high-profile inquiry remains unclear.
