A series of storms and heavy rain have impacted the Mid-Atlantic region, particularly the Washington D.C., Maryland, and Virginia (DMV) area, as well as parts of Pennsylvania, on July 16 and into the early hours of July 17, 2025. Meteorologists have issued warnings about an elevated risk of flash flooding due to scattered heavy downpours. The worst weather was reported between 4 p.m. and 9 p.m., with possible lingering storms through midnight. Storms moved faster than those earlier in the week but still produced heavy rainfall and strong gusty winds. Areas affected include the Susquehanna Valley counties such as York, Dauphin, Lebanon, and Lancaster, with heavy rain moving into downtown York. Baltimore County experienced a strong line of thunderstorms accompanied by an active tornado warning, tropical downpours, frequent lightning, and strong winds. The Baltimore metropolitan area saw storms with heavy rain, strong wind gusts, and dangerous lightning, with flooding possible in some locations. Weather conditions were expected to improve after 11 p.m. on July 16.
