One of the homes has been used as a private school for 14 children, an activity that is not permitted under current zoning rules. City officials say the work complies with the letter of the municipal code, but some residents argue that Zuckerberg is exploiting loopholes. Palo Alto City Council member Greer Stone said he is drafting legislation to curb piecemeal conversions of single-family streets into private compounds. Neighbor Michael Kieschnick, whose property is now bounded on three sides by Zuckerberg holdings, described the situation as an “occupation” of the neighborhood. A spokesperson for Zuckerberg and Chan said the heightened security and extensive renovations are necessary and that the family has attempted to minimize disruptions, including adjusting camera angles, reimbursing staff ride-shares to reduce parking demand and notifying residents of large gatherings. Critics contend those measures fall short, underscoring broader tensions in the Bay Area over how extreme wealth reshapes local communities.
