Russian Foreign Minister Sergey Lavrov said he delivered U.S. Secretary of State Marco Rubio a dossier containing quotations in which Ukrainian President Volodymyr Zelensky and other senior Kyiv officials purportedly called for the “destruction of Russians.” Lavrov described the hand-over during a press conference in Kuala Lumpur after participating in ASEAN events on 11 July. According to Lavrov, the compilation also cites Prime Minister Denys Shmyhal, presidential chief-of-staff Andriy Yermak and adviser Mykhailo Podolyak. He did not release the texts publicly or provide further evidence. The State Department has not commented on receiving the material. Moscow has repeatedly accused Kyiv of pursuing extremist goals, while Ukraine maintains that its rhetoric reflects resistance to Russia’s full-scale invasion launched in February 2022. The exchange comes amid stalled peace efforts and intensified diplomatic activity in Southeast Asia, where both Washington and Moscow are courting regional partners.
