Spain’s Ministry of Health has warned the country’s 17 autonomous communities that it may initiate legal proceedings if they fail to provide equitable, effective access to abortion in public hospitals, as required under Ley Orgánica 2/2010. In a letter sent by Secretary of State for Health Javier Padilla, the ministry said it will publish a compliance report and could escalate to formal state inspections and court action against regions that continue to impose geographic, administrative or organisational barriers. In the United States, a Jackson County judge issued a second preliminary injunction blocking enforcement of Missouri’s near-total abortion bans, allowing clinics to resume services while the case proceeds. The ruling came hours after the American Civil Liberties Union filed a separate lawsuit challenging the ballot-proposal language devised to reinstate the bans, arguing that the wording is misleading. Brazil’s Tribunal de Justiça do Rio de Janeiro suspended Lei Municipal 8.936/2025, which had ordered hospitals and clinics in the city of Rio to display anti-abortion posters. Acting on a petition from the state prosecutor’s office, the court found the measure unconstitutional, saying it violated federal health policy, exceeded municipal authority and infringed women’s fundamental rights.
