A 5% levy on the newly listed goods took effect on Monday without exemptions for cargo already in transit, after the inclusion list was posted by U.S. Customs and Border Protection over the weekend and published in the Federal Register on Tuesday. Importers and logistics firms said the surprise move has upended supply-chain planning. Michigan-based customs broker Shannon Bryant described the overlapping duties as "impossible" for small companies, while freight forwarder Flexport warned that tracing the precise steel and aluminum content in finished products will impose significant compliance costs. Kuehne + Nagel called the step a strategic shift toward regulating metal derivatives rather than raw materials alone. Jason Miller of Michigan State University estimates the tariffs now apply to about US$328 billion in annual imports, six times the scope in 2018 and sharply higher than the US$191 billion covered before the latest announcement. Industry executives say the added costs are likely to filter through to consumer prices, though domestic producer Cleveland-Cliffs applauded the measure as a deterrent to tariff evasion. The expansion follows President Trump’s June decision to double core steel and aluminum duties to 50% and his July imposition of a 50% tariff on semi-finished copper valued at more than US$15 billion. Trade specialists expect further lists targeting copper-rich products, underscoring the administration’s broader push to tighten restrictions on metal imports.
