The manufacturers allege that companies in these countries, many of which are largely Chinese-owned, are engaging in illegal practices such as dumping cheap solar panels into the U.S. market to undercut domestic producers. This move comes amid concerns over the impact of foreign imports on the growth of American solar manufacturing. Additionally, data from 2023 indicates that approximately 90% of old or faulty solar panels in the U.S. were disposed of in landfills, highlighting ongoing challenges in the solar panel lifecycle and waste management. The petitions request the imposition of anti-dumping and countervailing duties (AD/CVD) on solar imports from the three countries.
