U.S. Director of National Intelligence Tulsi Gabbard unveiled a sweeping reorganization of the Office of the Director of National Intelligence on Wednesday, launching an initiative branded “ODNI 2.0” that she described as the agency’s most significant overhaul since its post-9/11 founding. The plan calls for eliminating nearly half of the ODNI’s workforce—about 500 to 700 positions—cutting head-count from roughly 1,800 employees to about 1,300. Officials said the reductions, to be completed by the end of fiscal 2025, are expected to save taxpayers more than $700 million annually. Beyond personnel cuts, the blueprint consolidates several intelligence centers, shutters a satellite campus in Reston, Virginia, and folds the National Intelligence University into the National Defense University. Gabbard said the changes are designed to reduce duplication, accelerate decision-making and refocus the office on integrating the 18-agency U.S. intelligence community. Gabbard framed the revamp as the start of “a new era” for the 20-year-old agency, stressing that the ODNI must become “more agile and mission-focused” to address emerging threats such as artificial intelligence and foreign influence operations.
