Director of National Intelligence Tulsi Gabbard on Wednesday announced “ODNI 2.0,” a sweeping overhaul that will shrink the Office of the Director of National Intelligence by about 40 percent by the end of fiscal 2025. The revamp will reduce the agency’s headcount to roughly 1,300 employees from an estimated 1,800 and is projected to save taxpayers more than $700 million a year. Under the plan, ODNI will eliminate or absorb several units viewed as redundant or politicized, including the Foreign Malign Influence Center, the National Counterproliferation and Biosecurity Center, and the Cyber Threat Intelligence Integration Center. The National Intelligence University will be folded into the Defense Department’s National Defense University, and other satellite operations will be closed. Gabbard said the office had become “bloated and inefficient” in the two decades since its creation after the 9/11 attacks and pledged to refocus it on delivering “objective, unbiased, timely intelligence.” The reorganization follows her revocation earlier this week of 37 security clearances and marks the largest structural change to U.S. intelligence management since the 2004 Intelligence Reform Act.
