Atkins first outlined Project Crypto in a July 31 speech, positioning it as the SEC’s blueprint for modernising digital-asset oversight. According to that address, the programme seeks to establish bright-line rules on token issuance, custody and trading, create an ‘innovation exemption’ for emerging business models, and coordinate with the Commodity Futures Trading Commission to permit single-licence “super-apps” that handle both securities and non-securities tokens. The plan also promises tailored guidance for decentralised-finance protocols and on-chain markets. The chairman reiterated today that most crypto tokens should not automatically be treated as securities, a stance intended to lure businesses that have moved offshore amid regulatory uncertainty. Draft rule proposals and a series of nationwide roundtables led by the SEC’s Crypto Task Force are expected in the coming months, giving industry participants a chance to weigh in on the framework. Project Crypto follows recommendations in the President’s Working Group report on digital financial technology and aligns with the administration’s goal of restoring U.S. leadership in blockchain and related markets.
