A Frio County grand jury has indicted 15 people on vote-harvesting charges after a multi-year investigation led by the Texas Attorney General’s Election Integrity Unit and 81st Judicial District Attorney Audrey Gossett Louis. The case centers on allegations that the group orchestrated an illegal operation to collect and handle mail ballots during local Democratic primaries and other elections dating back to 2022. Those charged include Frio County Judge Rochelle Lozano Camacho, who faces three counts of vote harvesting tied to her 2022 primary campaign. Former Bexar County Democratic Party chair Juan Manuel (Manuel) Medina, former Pearsall mayor Petra Davina Trevino, former Dilley mayor Mary Ann Obregon and former Texas House candidate Cecilia Castellano are also among the defendants. Several school board members, city council members and a county commissioner were named in the indictments. The first six arrests in the case were made on May 1 2025; nine additional indictments were handed up this week, bringing the total to 15. Each count of vote harvesting is a felony under a 2021 Texas election-integrity statute. Attorney General Ken Paxton said the charges demonstrate that "elected officials who think they can cheat to stay in power will be held accountable."
