Texas Attorney General Ken Paxton has opened a sweeping investigation into more than 100 individuals who the state says may have cast over 200 ballots in the 2020 and 2022 election cycles. Most of the suspected noncitizen voting occurred in Harris County, with additional cases under review in Guadalupe, Cameron and Eastland counties, Paxton’s office said Tuesday. The inquiry stems from a referral by Secretary of State Jane Nelson, who accessed the U.S. Citizenship and Immigration Services’ Systematic Alien Verification for Entitlements (SAVE) database after a March 2025 executive order by President Donald Trump gave states free use of the system to verify voter citizenship status. Paxton vowed to use “the full force of Texas law” to pursue any illegal voting uncovered by the probe. The new case expands on a June 2025 investigation into 33 potential noncitizens who allegedly voted in the November 2024 general election. Together, the actions mark the attorney general’s first major election-integrity efforts since gaining real-time access to federal immigration records. While documented instances of noncitizen voting are rare, the investigations come as Texas prepares for a November ballot measure that would reaffirm the existing ban on non-U.S. citizens casting ballots in state elections.
