The U.S. Department of Justice under President Donald Trump has launched an expansive effort to collect election material from states, beginning last month with a demand that Colorado Secretary of State Jena Griswold turn over “all records” tied to the 2024 federal election. In a 17-June letter, the department said it was investigating a complaint of possible non-compliance with the National Voter Registration Act and asked for documents ranging from voter-registration files to voting-system activity logs. Colorado requires counties to retain election records for 25 months, but many 2020 documents have already been destroyed; most 2024 data remain at the county level. Matt Crane, executive director of the Colorado County Clerks Association, called the request unprecedented in its breadth, while Griswold denounced it as a politically motivated attempt to intimidate state officials. The inquiry comes amid allegations that Colorado election officials leaked voting-machine BIOS passwords—a controversy linked to former Mesa County clerk Tina Peters, who is serving a nine-year prison term for allowing unauthorized access to voting systems. The Colorado action foreshadowed a wider campaign: letters obtained by the Washington Post show the DOJ has since asked at least nine states for copies of their voter rolls and, in some cases, access to voting machines. Weld County Clerk Carly Koppes, a Republican, said she rejected the request, citing security concerns. Election administrators in both parties warn that the department’s push could create a de-facto national voter database and chill voter participation ahead of the 2026 midterms. Two states have already provided data, according to people familiar with the correspondence, while several others are weighing how to respond.
