The Trump administration has proposed a $1 billion settlement with the University of California, Los Angeles (UCLA) following allegations of antisemitism and other civil rights violations related to the university's handling of pro-Palestinian protests in 2024. The settlement proposal, which was sent to UCLA on August 8, 2025, conditions the restoration of approximately $584 million in federal research funding on the university's agreement to pay the settlement in installments. The funds would contribute to a claims fund compensating victims of civil rights violations. The administration also seeks the imposition of a monitor to enforce settlement terms and demands changes including the abolition of race-based scholarships and cessation of diversity statements. UCLA and the University of California system are reviewing the offer. California Governor Gavin Newsom has condemned the demand as extortion and a threat to academic freedom, pledging legal resistance. The Department of Justice's claims and the funding freeze have raised concerns about the impact on critical medical and scientific research at UCLA. A federal judge has since ordered the partial restoration of suspended federal research grants to UCLA, delivering a setback to the administration's efforts to enforce the settlement. Meanwhile, Harvard University is reportedly nearing a separate $500 million settlement with the Trump administration over similar issues, potentially marking the largest payout in the administration's campaign against universities accused of failing to address antisemitism on campus.
