A D.C. lawsuit contends the takeover exceeds the limited authority granted under the city’s Home Rule Act, and a federal judge has issued a ruling that the president cannot permanently seize control of the Metropolitan Police Department. City leaders also warn the heavy security presence is discouraging restaurant traffic and stoking concerns among immigrant communities, underscoring the political and economic stakes of the escalating standoff.
