Rubio Says Ukraine Peace Talks Must Tackle Security Guarantees and Territory

U.S. Secretary of State Marco Rubio said discussions on ending Russia’s war in Ukraine will inevitably have to address both security assurances for Kyiv and the conflict’s outstanding territorial disputes. Rubio told reporters on 14 Aug. that “to achieve peace in Ukraine, we all recognize that there’ll have to be some conversation about security guarantees,” adding that any settlement must also confront claims over occupied regions. He did not outline specific proposals or a timeline for negotiations but signaled Washington’s support for a diplomatic track that tackles the two issues in tandem.
