Canadian authorities have launched a nationwide manhunt after Lori Bill Germa, a 69-year-old serving an indefinite sentence for first-degree murder, escaped from the minimum-security unit of the Archambault Institution in Sainte-Anne-des-Plaines, Quebec. Staff discovered him missing during a 10 p.m. headcount on Saturday, 5 July, prompting the Sûreté du Québec (SQ) to issue a Canada-wide arrest warrant. The SQ said Germa is 5 ft 10 in, weighs roughly 166 lb, is bald with light skin and brown eyes, and bears distinctive tattoos—a sword bearing the name “Carol” on one arm and two seahorses with two dragons on the other—along with a scar on his left leg. He has been imprisoned since 1992 for first-degree murder. Ontario Provincial Police joined the search after investigators received information that Germa may have travelled to southwestern Ontario, specifically the South Bruce or Hanover areas. Authorities are urging anyone with knowledge of his whereabouts to call 911 immediately. Correctional Service Canada has begun an internal investigation into the escape and said Germa will face additional charges and possible relocation to a higher-security facility if recaptured. His breakout is the second from Archambault in recent weeks; fellow inmate Richard Plourde absconded on 22 June and was apprehended the following day. The agency noted that escapes remain rare, involving about 0.1 percent of the federal prison population.
