The lists, released league-wide on 2 July, allow each of the CFL’s nine clubs to reserve up to 45 international players who are not under CFL contract but could be approached if they choose to play in Canada. Sanders, a fifth-round NFL draft pick this spring and the son of Pro Football Hall of Famer Deion Sanders, started games for Cleveland last season after a standout collegiate career at Colorado. His appearance on Toronto’s list does not guarantee a move north, yet it signals the Argonauts’ interest should the 23-year-old seek playing time outside the NFL amid training-camp roster cuts or future free-agency decisions. CFL negotiation lists often feature prominent American talent—this edition also includes former first-round NFL pick Trey Lance (Saskatchewan) and ex-Notre Dame quarterback Ian Book (Winnipeg). Players remain free to pursue NFL opportunities, but if they enter the CFL, they must first negotiate with the club that holds their rights unless those rights are traded.
