U.S. President Donald Trump said Monday that Nvidia and Advanced Micro Devices will resume sales of certain artificial-intelligence chips to China after agreeing to remit 15% of the related revenue to the U.S. government. The deal grants export licences for Nvidia’s China-specific H20 processor and AMD’s MI308, devices that had been barred under tightened export controls earlier this year. Trump told reporters he originally sought a 20% payment but settled at 15% after negotiating with Nvidia Chief Executive Officer Jensen Huang. Describing the H20 as an “old” chip that China already possesses, the president added that he is open to authorizing a downgraded version of Nvidia’s latest Blackwell processor if its performance is cut by 30%–50%. The arrangement marks the first time Washington has linked export permissions to a revenue-sharing requirement, prompting legal and political scrutiny. Lawmakers in both parties warned the move could create a “pay-to-play” model for sensitive technologies, and trade lawyers questioned whether the levy violates the Constitution’s ban on export taxes. China’s state-run media responded by urging domestic buyers to boycott the H20 over alleged security “back doors,” claims Nvidia’s chief security officer rejected outright. Despite the backlash, industry analysts said the licences reopen a market worth billions of dollars to the U.S. chipmakers but could trim their gross margins on China sales by up to 15 percentage points.
