The European Union is working to conclude separate bilateral agreements with the United Kingdom and Canada by the end of July that would open its new €150 billion ($176 billion) loan programme for defence production to the two non-member countries, according to people familiar with the talks. Access to the fund would make it easier for companies in both nations to finance projects aimed at boosting defence-manufacturing capacity, the people said. In parallel, EU officials are considering a proposal in trade negotiations with Washington that would balance American car exports with corresponding imports from Europe, the sources added. The discussions also envisage securing baseline tariff exemptions for European aircraft and spirits, widening the scope of a potential trans-Atlantic accord.
