India will continue to buy Russian crude despite warnings from U.S. President Donald Trump that New Delhi could face additional penalties on top of a 25% tariff on its exports if it does not curb those purchases, according to two Indian government officials familiar with the matter. The officials told Reuters there is "no immediate change" in policy because existing supply contracts are long-term and difficult to unwind overnight. Trump said last week that he had been told India would stop buying Russian oil and welcomed what he called a “good step,” but added he would impose unspecified punitive measures if the flow continued. The threat singles out India even though other large buyers such as China and Turkey have not faced similar warnings. Russian barrels have become a central plank of India’s energy security strategy since the invasion of Ukraine, accounting for roughly 35% of its crude imports. Government data cited by local media show arrivals averaged about 1.75 million barrels a day in the first half of 2025, marginally higher than a year earlier, helping refiners secure discounted supply and temper global prices. While Russian crude remains steady, India is diversifying other energy streams. Customs figures indicate its crude imports from the United States jumped 51% after Trump’s return to office, even as the U.S. share of India’s liquefied natural-gas imports slipped to 9.8% in the first half of 2025 from 17% a year earlier. India’s foreign ministry reiterated that energy procurement decisions are guided by market offerings and national interest. “Russia is a close, time-tested partner,” spokesperson Randhir Jaiswal said, adding that New Delhi would not be pressured into changing course.
