India’s National Human Rights Commission on 2 July opened a suo-motu inquiry into reports that two men from the Scheduled Caste community were brutally assaulted in Odisha’s Ganjam district on 26 June. The commission cited media accounts that the victims were beaten by members of another community on suspicion of cattle smuggling, forced to eat grass and drink drain water, and had their mobile phones taken while their heads were forcibly shaved. The NHRC has sent notices to the state’s Chief Secretary and Director General of Police, demanding a detailed report within two weeks. The commission said the allegations, if confirmed, amount to serious human-rights violations and asked the authorities to specify the action taken against the perpetrators and any compensation offered to the victims.
