Newly disclosed U.S. Army Corps of Engineers documents, first reported by Israel’s Haaretz newspaper, show Washington is financing a broad programme to build and upgrade Israel Defense Forces infrastructure. The papers list roughly 20 projects, including air bases for the Israel Air Force’s incoming KC-46A refueling planes and CH-53K helicopters, as well as a new headquarters for the Shayetet 13 naval commando unit, ammunition depots, clinics and logistics hubs. The construction portfolio is valued at about $1.5 billion, with several hundred million dollars already under contract and the remainder expected to start in coming years. Funding is drawn from U.S. foreign military aid rather than Israeli budget lines, underscoring how American assistance extends beyond weapons procurement to fixed assets on Israeli soil. The building programme comes on top of the long-standing memorandum of understanding that provides Israel with $3.8 billion in annual U.S. security assistance through 2028, as well as additional emergency packages approved since the Gaza conflict. Neither government has publicly commented on the newly revealed documents.
