Milan prosecutors have asked a judge to impose six precautionary measures as part of a long-running investigation into alleged corruption in the city’s planning process. The requests include house arrest for Giancarlo Tancredi, the municipality’s assessor for Urban Regeneration, and for Manfredi Catella, founder and chief executive officer of real-estate developer Coima. Four other figures—among them former Commissione Paesaggio president Giuseppe Marinoni—face jail, while police have searched municipal offices and several private premises. Investigators accuse officials and developers of manipulating building approvals in exchange for fees and professional assignments. According to court documents, Marinoni and others allegedly took paid consultancy work while voting on the same companies’ projects, with payments that investigators say reached €2.5 million. The disputed developments range from the Porta Nuova business district to the planned Olympic Village and the controversial Pirellino tower, which architects say would reshape the city’s skyline. The case widened overnight after leading newspapers reported that Mayor Beppe Sala is also under investigation for two offences: making false statements linked to Marinoni’s 2024 reappointment, and illicit inducement tied to the Pirellino project by Catella and architect Stefano Boeri. Sala, who said he learned of the probe from the press, rejects the allegations, insisting the administration “does not recognise” the prosecution’s depiction of City Hall’s role. In total the inquiry now lists 74 suspects, including several architects and real-estate executives. The investigating judge, Mattia Fiorentini, will decide whether to grant the requested custody orders after preliminary interrogations set for 23 July. Sala plans to address the city council on 21 July, while Catella, Tancredi and Boeri have all pledged to cooperate and demonstrate the legality of their conduct.
