Russia formally lodged a protest with the Japanese Embassy in Moscow on 17 July after Japanese forces took part in large-scale military exercises led by the United States close to Russia’s eastern borders, the Foreign Ministry said. The ministry called Japan’s participation “unacceptable” and claimed the drills bear “all the hallmarks of preparation for an armed conflict.” It added that Moscow “will definitely take countermeasures,” without detailing what steps might follow.
