A dispute over the management of the police payroll and related human resource functions has escalated between the Inspector General of Police (IG) Douglas Kanja and the National Police Service Commission (NPSC) in Kenya. The NPSC demands full control over HR functions, including recruitment and payroll management, asserting it is their constitutional mandate, while IG Kanja refuses to relinquish authority. The conflict, involving approximately Ksh.60 billion in police payroll, prompted Cabinet Secretary Murkomen to call an urgent meeting with police leadership to resolve the impasse. The disagreement has moved to the courts, where legal proceedings are underway to determine the rightful controller of the police payroll. Meanwhile, the Kenya National Commission on Human Rights (KNCHR) has criticized the government for human rights violations and has called for comprehensive justice measures beyond monetary compensation for victims of protests. Activists have petitioned the court to bar IG Kanja from managing the payroll, emphasizing the NPSC's mandate. The ongoing dispute has also sparked political debate, particularly around President Ruto's plans for protest victim payouts.
