Internal documents obtained under the Freedom of Information Act show that the Internal Revenue Service’s Criminal Investigation division opened a criminal tax inquiry into the Clinton Foundation in early 2019 and shut it down a few months later without explanation. Memos reviewed by Just the News detail at least six meetings between investigators and whistleblowers John Moynihan, a former Drug Enforcement Administration financial-crimes analyst, and Larry Doyle, a tax-compliance consultant. The pair alleged the charity mishandled roughly $2.8 billion in revenue and operated as an unregistered foreign agent. After initially requesting a dedicated server to store more than 6,000 pages of evidence, agents abruptly told the whistleblowers “can’t talk about the CF,” and communication ended by July 2019. Moynihan and Doyle are pursuing two whistleblower cases in U.S. Tax Court, one of which is slated for trial on Dec. 1. The Clinton Foundation says any compliance issues have been corrected and denies wrongdoing. The IRS declined to comment on the documents or the current status of the investigation.
