Mexican President Claudia Sheinbaum unveiled a comprehensive financial and operational rescue plan for Petróleos Mexicanos (Pemex) aimed at achieving financial self-sufficiency by 2027. The strategy includes reducing Pemex's debt, which grew 130% between 2008 and 2018 and currently stands at approximately $98.8 billion, to a target 26% below 2019 levels by 2030. The government will support Pemex with debt amortization payments in 2025 and 2026, after which the state oil company is expected to finance itself independently. A special financial instrument was created to ensure Pemex can pay suppliers and continue investments in 2025. The plan also focuses on increasing production, exploiting key oil fields such as Zama and Trion in the Gulf of Mexico, and expanding natural gas and unconventional hydrocarbon exploitation, including shale gas and fracking. Pemex aims to broaden its offerings to include logistics and transportation services for natural gas. The government will establish a 250 billion peso investment fund through Banobras to finance Pemex projects without incurring further debt. Sheinbaum criticized previous administrations, particularly under Enrique Peña Nieto, for accumulating debt and dismantling the petrochemical industry. While the plan has been welcomed by some industry groups for its potential to stabilize Pemex's finances and attract investment, analysts caution that it does not fully address the company's operational challenges. The strategy is framed as a long-term vision for Pemex from 2025 to 2035, emphasizing sovereignty, sustainability, and energy justice, with the goal of consolidating Pemex as a pillar of Mexico's energy sector.
