The source said the latest session yielded “no breakthrough,” with significant gaps persisting between the two sides on the terms of a truce and the release of hostages. No timetable was set for a follow-up meeting, underscoring the fragility of efforts to halt fighting that has devastated the enclave. Separately, Israeli Defence Minister Israel Katz said he has instructed the military and his ministry to draft a plan to establish a new “humanitarian city” on the ruins of Rafah in southern Gaza. Katz said the site would initially house about 600,000 displaced Palestinians, who would undergo security screening and would not be permitted to leave the designated area.
