More than 30 governments meeting in Bogotá under the banner of the Hague Group have endorsed a coordinated package of legal, diplomatic and economic steps aimed at cutting military support to Israel over its 21-month war in Gaza. The two-day emergency conference, co-hosted by Colombia and South Africa on 15-16 July, concluded with a joint declaration committing states to block the export, import and transit of weapons, munitions and military fuel to Israel and to press for accountability under international law. The declaration sets out six measures: halting all arms transfers to Israel; denying port access and flag-carrying services to vessels suspected of shipping military goods; de-flagging non-compliant ships; reviewing public contracts to prevent financial support for the occupation; pursuing domestic or international prosecutions for serious crimes; and expanding the use of universal-jurisdiction statutes. UN Special Rapporteur Francesca Albanese, who attended the meeting, said the package represented “a lifeline” and urged wider adoption. Twelve countries—including Colombia, South Africa and Indonesia—said they will implement the measures immediately through national legislation or executive action. The remaining participants have set 20 September 2025, the opening of the UN General Assembly’s 80th session, as the deadline to do the same. Spain, Ireland, China and several other observers endorsed the final communiqué without yet committing to full implementation. Colombian President Gustavo Petro called the accord a step toward ending what he labelled a genocide, while the Hague Group invited additional states to join before September.
