A foreign official involved in the negotiations said the United States and Qatar hope to finalize a draft within the next two weeks that can be presented to the parties. The White House declined to comment on the meeting. The discussions come as Israel’s cabinet has directed the Israel Defense Forces to prepare for a potential offensive into Gaza but has left open the possibility of halting the operation should a diplomatic solution emerge. An Israeli minister familiar with the situation noted that while Washington and Jerusalem could agree on an end-game plan, Hamas’s acceptance remains uncertain.
