The National Weather Service declared a Flash Flood Emergency for Davenport, Iowa, and surrounding Quad Cities communities on Friday evening after torrential rains inundated the region. The warning, in place until 9:00 p.m. CDT, covers Davenport, Le Claire and Blue Grass in Iowa as well as Hampton and Silvis in Illinois. Meteorologists said 3–6 inches of rain had already fallen, with more heavy downpours expected overnight. In the previous 24 hours Davenport alone recorded more than 4 inches. Authorities estimate the emergency affects about 232,000 residents and 66 schools, and they urged people in low-lying areas to move to higher ground immediately.
