Romania has lost European Union funding through the National Recovery and Resilience Plan (PNRR) for segments of the A7 Moldavia Motorway and the A8 Union Motorway due to irregularities identified in procurement procedures. Dragoș Pîslaru, Minister of European Funds, announced that the European Commission found serious issues with the use of non-reimbursable external funds, leading to the removal of certain motorway sections from the PNRR financing. The Ministry of Transport acknowledged these problems, attributing them in part to alleged widespread rigged tenders during the tenure of former Transport Minister Grindeanu. Parliamentary members from the USR party in Iași have called for firm measures against those responsible. The government is now seeking alternative financing sources for the affected motorway segments, which cannot be completed by the PNRR deadline of August 2026. The European Commission has allowed the reallocation of funds to other projects that can be completed on time. Meanwhile, the National Company for Road Infrastructure Administration (CNAIR) has distanced itself from the controversy, and the government has pledged transparency in the new road funding model.
