Italian Prime Minister Giorgia Meloni, who hosted the meeting, said the commitments could mark “the starting point for Ukraine’s economic miracle.” European Commission President Ursula von der Leyen detailed a new €2.3 billion EU facility dedicated to reconstruction, while other governments and institutions announced additional targeted funding. Ukrainian President Volodymyr Zelensky used the forum to call for a “Marshall Plan-style” strategy and urged that frozen Russian assets be channelled into recovery efforts. The appeal comes as Russian missile strikes continue to damage civilian infrastructure, heightening the urgency of financing housing, energy and transport projects. Several new programmes were unveiled alongside the broader pledges. Oslo promised $200 million to restore heating and water systems in front-line regions. Kyiv and Brussels launched BraveTech EU, a €100 million initiative that will co-finance defence-technology start-ups, each side contributing half. Separately, Ukraine and the World Bank signed the five-year, $200 million PREPARE Ukraine scheme to accelerate project preparation and attract private capital, beginning with an initial $44.3 million grant in August. Private investment also gained momentum: U.S. venture firm MITS Capital invested $3.74 million in Ukrainian robotics maker Tencore, the first direct U.S. equity deal executed under Ukraine’s Diia.City legal framework. Officials said the transaction, announced in Rome, demonstrates growing investor confidence despite the ongoing war.
