The European Union is considering establishing a €100 billion ($117 billion) fund to support Ukraine as part of its next seven-year budget cycle from 2028 to 2034. This proposal, currently under discussion and expected to be included in the EU's Multiannual Financial Framework, aims to provide sustained financial aid amid the ongoing conflict between Ukraine and Russia following Moscow’s full-scale invasion. If approved by EU member states during budget negotiations, disbursements could begin in 2028 to ensure long-term backing for Ukraine. In addition to this fund, the EU plans to mobilize up to $12 billion for Ukraine's recovery through new agreements. European Commission President Ursula von der Leyen announced a related initiative, the European Flagship Fund for Ukraine’s reconstruction, which will combine private and public resources to invest in energy and critical infrastructure, serving as a coordinated platform for rebuilding efforts.
