NATO Secretary General Mark Rutte made his first visit to Kyiv since taking office, holding a joint news conference with Ukrainian President Volodymyr Zelenskyy. Rutte said the alliance is working on a framework of security guarantees for Ukraine that would mirror the collective-defence obligations set out in NATO’s Article 5. Under the proposal, bolstering Ukraine’s own armed forces would serve as the primary shield against future aggression, while the US and other NATO members would provide a ‘second layer’ of commitments designed to deter further Russian attacks. Zelenskyy welcomed the initiative, stressing that the guarantees must be structured in a clear, legally grounded manner.
