Ukrainian President Volodymyr Zelensky said on 28 August that a formal framework of international security guarantees for Kyiv is expected to be drafted “next week.” The announcement followed a phone call with Turkish President Recep Tayyip Erdogan, during which the two leaders discussed what Zelensky described as a thorough review of the measures needed to safeguard Ukraine once a peace agreement is reached. Zelensky has urged allied capitals to accelerate work on the guarantees, calling for a high-level discussion of priorities, timelines and enforcement mechanisms. He reiterated that national security advisers from Ukraine and partner countries are finalising details that would later be codified, and said additional diplomatic pressure should be applied to Russia in the meantime.
