French President Emmanuel Macron said the Western allies have formally opened talks on a security-guarantee framework for Ukraine, following a summit in Washington. In an interview broadcast on TF1/LCI, Macron described the decision as the first concrete step toward detailing long-term commitments designed to deter further Russian aggression. Macron outlined a two-pillar approach. The primary guarantee would be a reinforced Ukrainian army numbering "several hundred thousand" well-equipped personnel with modern air-defence and command systems. A second layer would consist of "reassurance forces"—contingents from the United Kingdom, France, Germany, Turkey and other partners—ready to deploy should Russia overstep lines that will be set out in the forthcoming accord. Territorial concessions, he stressed, remain "a decision for Ukraine alone." The French leader added that any eventual peace deal should be buttressed by European security commitments and suggested Switzerland—preferably Geneva—as a potential venue for a future meeting between Presidents Vladimir Putin and Volodymyr Zelensky.
