The American Bar Association’s House of Delegates concluded its 2025 Annual Meeting in Toronto by approving more than 50 new policy measures and revising the organization’s governance structure. In its most consequential procedural change, delegates voted to eliminate a long-standing rule that guaranteed five seats on the 44-member Board of Governors for women, racial minorities and other under-represented groups. Supporters said diversity remains a priority but argued the association can achieve it without fixed allotments. Substantive resolutions adopted by voice vote include Resolution 509, which condemns government efforts to punish or threaten lawyers and law firms for representing unpopular clients, and urges all levels of government to uphold judicial independence. The measure follows months of friction between the ABA and former President Donald Trump over his criticism of attorneys and judges. Delegates also advanced a package of immigration policies. Resolution 510 calls on Congress and the executive branch to guarantee due-process protections—such as meaningful notice, hearings and access to counsel—in all immigration proceedings. Complementary Resolutions 602 and 603 urge limits on enforcement operations near sensitive locations and oppose detaining migrants in Department of Defense facilities, including Guantánamo Bay. Other approved items encourage law schools to foster civil discourse and craft clear policies on the use of generative artificial intelligence. Newly installed ABA President Michelle Behnke said the votes “strengthen the association’s commitment to the rule of law, civil rights and professional accountability.” The House of Delegates will reconvene on February 9 in San Antonio.
