The revisions address demands set out by the Trump administration, which in March froze roughly $400 million in federal research grants—an amount Columbia officials now say has grown to about $1 billion—after finding the school had not done enough to curb antisemitic harassment. Columbia leaders are scheduled to meet senior administration officials in Washington on 17 July to finalize an agreement that would restore most of the funding and settle related civil-rights complaints. Civil-liberties and pro-Palestinian groups criticize the IHRA definition for equating some criticism of Israel with antisemitism, while several Jewish organizations and faculty blocs have urged its adoption. Shipman said the federal accord would mark “only a starting point for change,” indicating further campus initiatives are likely as Columbia seeks to balance free-speech concerns with a heightened focus on student safety.
