Director of National Intelligence Tulsi Gabbard has begun a broad restructuring of the Office of the Director of National Intelligence, scrapping the Biden-era Foreign Malign Influence Center and ordering deep personnel cuts. The move, unveiled 20 August, is the first phase of an overhaul she calls “ODNI 2.0.” Gabbard said the influence center had worked with social-media platforms to suppress domestic speech and therefore strayed from the intelligence community’s core mission. Eliminating the unit is part of a plan to shrink ODNI’s headcount by almost half; her office has already removed more than 500 positions—about 30 percent of staff—and projects annual savings of more than $700 million. The downsizing follows Gabbard’s decision earlier this week to revoke security clearances for 37 current and former officials she says “abused the public trust” in connection with politically charged intelligence assessments, including the 2016 Russia-collusion inquiry. She previously pulled the clearances of 51 signatories to a 2020 letter that cast Hunter Biden’s laptop as likely Russian disinformation. Gabbard, a former Democratic congresswoman now serving in Republican President Donald Trump’s administration, says the overhaul is aimed at rooting out politicization, restoring public confidence in U.S. intelligence and reallocating resources to traditional national-security tasks. Additional personnel reviews and budget changes are expected in the coming months.
