U.S. Vice President JD Vance said Sunday that Russia has offered “significant concessions” in negotiations aimed at ending its 3½-year war with Ukraine, marking what he called the first major movement since the conflict began. Speaking in an interview on NBC’s “Meet the Press,” Vance said Moscow had for the first time acknowledged Ukraine’s territorial integrity and abandoned earlier demands to install a Kremlin-friendly government in Kyiv. Vance linked the shift to President Donald Trump’s Aug. 15 meeting with Russian President Vladimir Putin in Alaska and to stepped-up U.S. diplomatic efforts with both Moscow and Kyiv. He added that the Kremlin is now prepared to discuss international security guarantees for Ukraine once fighting stops, though he cautioned that a cease-fire has not yet been reached. The vice president spoke days after a Russian missile strike hit an American-owned electronics factory in western Ukraine, injuring several workers. Vance condemned the attack but said it underscored the urgency of halting the violence, insisting that progress at the negotiating table remains possible despite such setbacks. To maintain pressure on Moscow, Vance said the administration still has “a lot of cards left to play,” including possible new sanctions on Russia’s oil sector. He cited this month’s 25 percent secondary tariff on Indian goods—imposed to curb Indian purchases of Russian crude—as evidence of Washington’s willingness to tighten economic screws if talks stall. Vance rejected suggestions that the Kremlin is simply buying time, saying the administration expects clarity within weeks on whether the current diplomatic track can succeed. He reiterated that no U.S. troops will be deployed to enforce any agreement and that future sanctions decisions will be made case by case as negotiations proceed.
